Answers:
Mainly depends on two things:
- #1: the original quality of the wine and the region it is from. Basically, if it's a good Bordeaux or Burgundy, it is meant to be kept and could worth a fortune if condition #2 is ok (I'm talking more than 1000$). If it's not a good Bordeaux or Burgundy (in most other regions the wine is not supposed to be kept), bad luck.
Google the name of the wine, you may find some information about its quality.

- #2: it needs to have been kept in good conditions (appropriate and constant temperature, humidity, light).

I think you need both conditions together in order to have any hope... If not, you could still use it as a good vinegar!

open and taste.
NMR spectroscopy
Looking at the cook will tell you if it has been heat affected . If the cork is stained by wine then chances are it's past its best. If the wine volume in the neck of the bottle looks low then same thing. If the bottle is not in mint condition and you can demonstrate proper storage it's not worth much to sell. Best to drink it.
It is not worth anything just because it is old unless it is a famous and rare wine. Try http://www.wine-searcher.com to see if it is listed and a price

Whether it is still good depends on in what condition it has been kept, and what wine it is.
