Assuming you are talking about a traditional martini, its ingredients are gin, dry vermouth, and ice. Here is the basic recipe:
2 1/2 oz. gin
1/2 oz. dry vermouth
Fill shaker 2/3 full with ice, pour in gin and vermouth and either stir or shake cocktail. Strain into chilled martini glass, and serve with a green olive.
The "perfect" martini is more a matter of taste than anything else. There are things you can control however. The type of gin is important obviously, as the drink is little more than a chilled glass of gin. I recommend Bombay Sapphire for an excellent gin that is widely available.
You can also control the "dryness" of a martini, which refers to the amount of vermouth added. A "dry" martini will have only a splash of vermouth added instead of the half ounce. An "extra dry" martini might only have the vermouth ceremonially waved over the shaker before stirring/shaking. It gets even more rediculous from there.
Finally, there is the decision to shake or stir. DON'T take James Bond's advice and shake. He's a wimp. Shaking causes more ice to be melted into the cocktail, thus watering it down. He's ordering a weak drink.

Pour a little dry vermouth in the glass, swirl it around, then dump it out. Strain gin into glass and garnich with a jumbo olive or two.
