I've searched google for the better part of the morning trying different keywords like the big sucker in the question also, black light bottle, absolut black light etc... but I cannot find instructions for how to make the liquid.

Take a highlighter apart and stick the core in your liquor bottle of choice, then fill it with water. The dye in the highlighter will disperse into the water, and voila.
You have to cut the core on the ends before you put it in, maybe even poke some holes in it for the dye to escape.
For a really cool trick, buy about 10-15 glowsticks and break them. Then, cut them all open at the ends with a razor blade and pour them inside. It only lasts for a while, but while it does it's so, so sick.
After the glow wears off, they will glow under a blacklight also.

I'm just gonna assume you want to drink this as well, so my advice is just you use a liquor named Pernod, it's kind of a weird smoky green color but it does glow under black light and will get you surprisingly hammered. One word of caution though, do not under any circumstances mix it with beer. It will still glow but you will be sorry if you drink it. I tried it some years ago on St. Pat's day boy did that leave a psychic scar.
