I'd say vodka, tequila, scotch or good single malt, some juices to mix drinks, coke, rum, malibu..
this is what is called the well drinks:
cheap vodka, gin, rum, tequila, and lime juice. you could go upscale if you want but that is your choice. make sure you have different sodas and juices to mix with.

If you want to keep it simple, have one really good signature drink on hand like martinis or margaritas. If that doesn't work for you, have an assortment of beers including a few select imports like Harp's and Newcastle along with the standards such as Miller, Bud, etc. Then also include rum, vodka, gin, and tequila along with various mixers including orange juice, regular and diet cola, lemon lime soda, geredine (cherry flavoring), and whatver else suits your fancy. A bottle each of white and red wine would also serve you well. Keep enough on hand for at least two drinks per guest and above all, have fun.
There are 5 basic alcohols on a "speedrack" (basic alcohols to mix about any drinks with) Vodka,gin,tequila,whiskey,and bourbon~You also definately need triple-sec. Those are mainstays in any bar you walk into.

wite/red wine (boxes are best- bigger and cheaper!)
spirits ie vodka, bacardi, gin etc
alcopops (smirnoff ice, wkd etc)
soft drinks- coke, lemonade, fresh orange, tonic water

I guess it depends on the type of bar you are putting together. I would think a basic bar would have vodka, rum, tequila, gin, whisky, brandy, beers and wines, along with all the appropriate mixers. A more specialized bar would have other things like flavored liqueurs (Kahlua, Amaretto, etc) and flavored spirits to make things like sour apple martinis. You may want to focus on what kind of drinks you want to make and just buy the ingredients for those, as a full bar is very expensive! One idea would be to have a theme, such as a tropical theme, so you can limit what you are making to daquiris and margaritas. Or you could have a Rat Pack theme, and serve martinis and gibsons, gin and tonic, etc.
There's a really good site called drinkboy.com that we have used several times to find recipes. You might want to give it a look as I believe there is a list on there somewhere of the basics you should stock in a bar, plus there are a lot of great cocktail recipes and links to other sites.
Whatever you do, remember that there will always be one person who isn't happy with the selection. Do the best your budget will allow, and don't let him or her get you down. Cheers!
I would suggest stocking malt beverages (flavored wine coolers, hard lemonade, smirnoff ice or twisted) a selection of beers and sodas, then picking one mixed drink specifically for your event, and stocking the alcohol and mixers for that drink. I LOVE a drink called an Italian surfer, which is two ounces each of amaretto and Malibu rum, four ounces of pineapple juice, (shaken and served on the rocks in a highball, or reduce by half and serve in an old fashioned). I renamed it a tropical princess for my luau themed 21st birthday and that was the 'signature drink' for the evening. It saved us alot of money on alcohol and nobody needed a heightened knowledge of bar tending to serve it.
