I've never heard of this.the problem you're going to find is that many bars do drinks differently...and many have house drinks.my guess is that your portland storm is a house specialty. Ask your bartender very very nicely for the recipe.or watch him make it.

I think it might be called Port in a Storm or Any Port in a Storm. The Port seems to come from Port wine as an ingredient, not Portland.
ANY PORT IN A STORM
ingredients:
? 3 oz. port
? 1 oz. cognac
? 1 oz. lemon juice
? 1 tsp. maraschino liqueur
Schweppes ? Club Soda
Mixing instructions:
Mix port, cognac, maraschino, and lemon juice with ice in a blender or shaker. Pour into a chilled Collins or highball glass. Add additional ice if necessary, and fill glass with cold club soda. Stir gently.
PORT IN A STORM
Glass: Wine With Ice
3 oz Port
1 oz Brandy
1/2 oz Lemon Juice
Stir
Garnish: Lemon Twist
