It is a little more complicated than the previous answers provide. It is not just hte hops, but what type of hops and when they are added.

There are 3 times to add hops to a beer: 1) during the initial boil, 2) at the very end of a boil (more hoppiness or bitterness) and 3) when the wort is poured into the fermenter (dry hopping)

Malty beers can sometimes taste sweet. This is controlled by the type of malt and how long the boil is.

BTW, how bitter a beer is can be measured in IBU's - International Bittering Units.

many things...what kind of malt is used and how much, how many sugars are extracted from it during the brewing process.
and hops are the same... there are bittering hops and aroma hops(noble). and depending when u put them in the wort is how hoppy the finish beer will get, early on =more hop flavor, later on=less hop flavor the ratio of malt to hops.
