Most Champagne is a blend of the three, but you can also have a pure Chardonnay (blanc de blancs) or a pure Pinot Noir (blanc de noirs). Or, it could be a blend of only two of the varietals.
Champagne and wine are made the same way with the bottling method being the major difference. Champagne is conditioned to have co2.
