A package store is the local term for a liquor store in certain parts of the United States, especially New England. Frequently called a "packie" for short. It sells alcoholic beverages for consumption elsewhere. In alcoholic beverage control (ABC) states, package stores often sell only distilled spirits or sometimes sell distilled spirits and wine but not beer. ABC-run package stores may be called ABC stores.

The term "package" derives from the fact that following the repeal of Prohibition in 1933, a political compromise was reached with leaders of the temperance movement whereby containers of alcoholic beverages could not legally be carried in public uncovered from view. Thus, stores that sold alcohol for consumption elsewhere wrapped or "packaged" them for their customers' convenience.

Because during prohibition liquor was "packaged" or disguised in brown paper bags or paper... and it just stuck. My Uncle owns a "package" store... I asked him and he gave me this answer..lol

It could be because certain states have laws where liquor has to be in a bag when it leaves the store... Because they only would allow you to take liquor out in bags - hence package.
