Ikea to the rescue.

They make a build-it-yourself shelf system called Gorm.
You buy the uprights for $4 for a package of 2, then shelves that are specifically designed for bottles. They are $6 each.
Each shelf holds 6-8 bottles on their sides. You can put 14 shelves on each set of uprights. That's 100 bottles per rack, under $100 per rack. They are free-standing, so you could arrange them in a decently small cellar well enough to fit 1000 bottles.

You can build your own racks with some simple tools if you are a little bit handy. 1,000 bottles is quite a few, so decide if you want individual bottle storage, or bin storage, or a combination.

Single bottle storage can be accomplished by using 1x2 uprights and 1x1 slats. Make each individual bottle slot 4.5 x 4.5 square x 13 deep. Use 1x1 horizontal bracing in line with the slats of a slot every 18 inches of verticle height both front and back. Secure the horizontal bracing to wall studs since a fully loaded rack can weigh over 1,000 pounds.

For Bin storage, it can be done simply using 3/4 plywood. Take a cardboard case box and build rectanguar bins slightly larger than the box. You can store the wine in the boxes on the shelves of the bin storage.

For an even simpler solution, a friend of mine used 4'x8'x3/4 plywood around a 2x4 frame that is 3' deep. He used 2x4s as the shelves, and simple butt hinges and window latches for the doors, also made of plywood. He glued rigid insulation to the inside of the plywood compartment, fitted it with a whisperkool unit, and put it in his garage. He actually makes wine in barrells that he puts inside this "cellar". He also keeps wine in case boxes.

With a cellar that large, are you using www.cellartracker.com to manage your inventory? I have 1,000 bottles in a temp controlled cellar in my basement. This site is awesome for helping me keep track of it all.

go to your local diy store an buy some trellis and turn it so the squares are like a diamond then cut along with a saw so u have a nice flat bottom and top do the same again with another one get some dowling rods also at your diy store drill holes down either side slip dowling rods in so you have a front and back glue into place leave to dry paint and there yo go
